Civic Duties and Responsibilities
As participants in the system of governance, citizens have rights that must be ensured and delivered accurately and fairly. Actions that are contrary to these rights should be prevented, and responsible citizenship should be practiced.
Citizens also have certain duties and responsibilities towards society and the nation. These are collectively known as civic duties. It is the responsibility of a good citizen to fulfill them voluntarily.
Constitution of India – Article 51A (1976)
- Respect and abide by the Constitution and its fundamental values, refrain from disrespecting or violating them, and uphold the ideals of the national freedom struggle.
- Safeguard, maintain and refrain from damaging public property.
- Preserve historical and cultural heritage.
- Protect natural resources, forests, wildlife and ecological balance, and ensure their conservation.
- Protect and enhance the dignity and status of women, and oppose actions against women.
- Oppose superstitions and harmful practices, promote scientific temper, scientific awareness and humanism, and strive for personal and social excellence.
- Uphold the sovereignty, unity and integrity of the nation, promote communal harmony and brotherhood, and be prepared to serve the nation when required.
Panchayat Raj Act (1994, 1999)
The Panchayat Raj Act, 1994 defines the duties and responsibilities of citizens residing within a Gram Panchayat area. Every person residing within a Panchayat area is obligated to perform the following responsibilities.
- Participate in the Gram Sabha and take a direct role in local self-governance, thereby strengthening participatory democracy.
- Prevent tax evasion and pay taxes promptly to ensure the Panchayat's own revenue. Avoid fraudulent practices or exemptions in tax payment.
- Assist the Panchayat in development activities. Contribute personal, physical and financial resources as well as labour wherever possible.
- Participate actively in planning, implementation and evaluation processes.
- Refrain from causing public nuisance, disrupting public life, or dumping waste in public places, and remain vigilant against such activities.
- Cooperate with the Panchayat in implementing activities related to sanitation, disease prevention, nutrition, literacy, legal awareness and dispute resolution.
- Help make the social audit process effective and meaningful.
- Engage in activities that promote social unity and participatory development, and oppose fundamentalism and divisive tendencies.
- Remain vigilant against corruption and maladministration in accordance with the law and help ensure democratic local governance.
- Cooperate in the protection and maintenance of natural resources, public transport systems and other public assets, and refrain from their misuse or exploitation.
- Promote and practice thrift, avoid extravagance and excessive consumption, and ensure self-reliance and participation in community activities.
- Stand against social evils such as alcoholism, drug abuse, dowry, violence against women, child labour and discrimination against backward communities.
- Participate in environmental awareness activities and help maintain ecological balance.
- Cooperate in the accurate collection, compilation and consolidation of statistical data. Refrain from providing false information and oppose the dissemination of such information.
- Assist in protecting and supporting victims of natural disasters.
- Promote cooperative practices and savings habits.
- Contribute land for development purposes when necessary and refrain from illegally encroaching upon public land.
- Organize neighbourhood groups, self-help groups and mutual aid groups.
- Avoid anti-social behaviour such as spitting, open urination or defecation, drinking alcohol and smoking in public places and on roads.
- Refrain from publicly slaughtering animals in public places. Do not display or sell meat and meat waste in an offensive or unhygienic manner.
- Ensure that pets, domestic animals and birds receive necessary vaccinations and obtain the required licences.
- Comply with laws and regulations, refrain from violating them, and do not encourage or assist others in doing so.
- Uphold gender equality and justice and participate in activities that promote these values.
